Delivery Experience

Uche is working to institutionalize Adaptive Results Based Management (aRBM) systems across multiple projects under the Lives and Livelihoods Fund of the Islamic Development Bank. He currently manages an expanding project portfolio in West Africa and focuses on improving the visibility of project results.

Uche previously supported Rwanda’s Ministry of Health, strengthening their capacity to deliver health priorities for citizens. The project disrupted business as usual in one of the most competent African governments and improved the efficiency and effectiveness of delivery, even with shrinking external donor support and domestic resources.

Other Experience

As a policy researcher, Uche examined the intersection between African countries’ COVID-19 stimulus programs, the Africa Continental Free Trade Agreement (AfCFTA), the African Union’s Green Recovery Action Plan (GRAP), and the Africa Green Stimulus Plan (AGSP). He then identified and recommended policy imperatives needed to achieve economically and environmentally sustainable pandemic recovery, and provided recommendations for AfCFTA’s implementation and future negotiations. This involved working closely with country stakeholders, the Africa Trade Policy Center, and the Overseas Development Institute to develop policy publications for engagements with the World Trade Organization, COP26, and the Government of Ghana. The resulting report and case studies are published.

As a health systems associate, Uche’s team facilitated the establishment of a Drug Management Agency in Sokoto (Nigeria) and engaged the Kebbi state legislature to help draft and pass the Drug Revolving Fund bill. These initiatives laid the groundwork for increased resident access to quality-assured, affordable drugs and medical supplies.
