Monica Hidalgo Reynolds

Monica advises governments in Latin America and Africa on policy implementation, capacity building, and data-driven and evidence-based decision-making. She helped set up a programme supporting mayors across seven countries in Africa to improve performance management practices in local governments. She has collaborated alongside DA’s partners at Johns Hopkins University, the University of Cape Town, and a major philanthropy. She is currently the lead coach supporting mayors in Latin American local governments on using data to power better results for residents.
Prior to joining DA, Monica served as Deputy Director of Impact Hub’s Global Board of Directors, one of the largest global networks focusing on impact-driven social innovation with work in over 60 countries across five continents. She still serves as a representative in the network and as a board member for Impact Hub in Costa Rica. Monica also advised the Costa Rican government as part of the Innovation and Human Talent Council under the Vice President's Office. In her role she advised over 80 local governments, supporting the design of dashboards to inform mayoral decision-making. Monica is a Chevening Scholar and holds a MSc in Behavior Change from University College London, a MA in Innovation Management from University of Barcelona, and a Bachelor’s degree in Journalism from the University of Costa Rica. Monica is also an alumnus of Global Shapers from the World Economic Forum.
