A Director at DA, Juan leads the firm’s Measurement and Evaluation (M&E) and Digital practices.
Juan has built and grown the M&E practice, and has led multiple projects with a laser focus on solving our partners’ main problems and tailoring our approach to their needs. His work balances rigor and practicality in creating solutions that harness the power of analytics and provide realistic and implementable answers while remaining within project constraints. M&E’s offerings include conceptualizing, building, and operating M&E systems; benchmark analysis and landscaping; data-driven decision-making and continuous improvement; predictive analytics; and qualitative and quantitative evaluations, among others.
In the Digital practice, Juan leverages technology to deliver impact. The Digital practice supports digitization efforts to enhance government effectiveness and efficiency, optimize data systems, build performance and impact dashboards and learning platforms, use proprietary data to learn and distill insights, and incorporate artificial intelligence into our work.
In his tenure at DA, Juan has contributed to significant results across different practices, sectors, and regions.
Prior to joining DA, Juan worked with the World Bank and Harvard University advising governments around the world. He also served in the Chilean Government as part of President Piñera’s Delivery Unit, Chief of Staff to the Minister of National Assets, and Advisor to the Governor of Santiago.
