Celeste Carano

Celeste's experience spans implementation, delivery planning, strategy, and measurement and evaluation. Since 2022, she has supported the design and implementation of equity teams in Orlando, FL, and LA County, CA, achieving rapid improvements in non-law enforcement crisis response programs. Celeste has also advised several U.S. cities on multi-year engagements to keep them on track towards ambitious goals; most recently, she helped refine a city housing department’s delivery approach to eliminate vacant buildings.
She has also supported a national philanthropy to refine their strategy for impacting government and implementation, and previously developed an impact and measurement framework for a multi-partner, global climate action initiative.
Prior to joining DA, Celeste spent 8+ years in international development and education, including as an embedded advisor to the Delivery Unit in Liberia’s Ministry of Education, and as manager of a research project investigating delivery practices in education worldwide.
Celeste was also an elected official in Washington, DC, where she advised the city on how it could better serve the 2,000 constituents she represented.
